Simplified account opening

In the new version 4.7 of the product register for chemicals (RPC), which will be released in 2024, the RPC account activation process will be automated. It will be possible to create and manage various profiles in the RPC directly.

The first step will be to open a CH-Login account, as before. Two-factor authentication will still be mandatory.
After setting up a CH-Login account, it will be possible to notify already the quantity of biocides placed on the market in the RPC and/or set up a profile for a specific notifier. It will be possible to have several profiles linked to different notifiers for the same CH-Login account.

Setting up a profile for a notifier

The first step will involve searching for the desired notifier where you wish to work for, then in a second step, you will need to choose the desired role and finally enter the personal details for the profile.

Sub-users
The request will be sent automatically to all the main users of the desired notifier who will. After evaluation, accept or reject it. You will receive a confirmation/rejection email once the process is finished.

Main users
A PDF with the application form will be generated automatically. The PDF will then need to be signed by a person authorised to sign according to the Swiss Commercial Register of the desired notifier and emailed to cheminfo@bag.admin.ch for verification and activation. You will receive a confirmation/rejection email from the notification authority for chemicals once the process is finished.

It will be possible to each CH-Login account to save several profiles in the same way in the RPC directly.

MMT
For now, the additional MMT role will need to be requested for each profile by emailing cheminfo@bag.admin.ch.

Changes to user types and roles, user-delegated administration

As part of the development of the Product Register for Chemicals (RPC), the user types and roles including permissions are to be automated, expanded and in some cases delegated in version 4.7, which is due to be rolled out in 2024. Account creation and management will then take place almost entirely in the Product Register for Chemicals (RPC).

The current 2-step linking principle (see In 2 steps to a user account (admin.ch)) will change for the new sub-user types in that permissions will no longer necessarily have to be assigned by the Notification Authority for Chemicals.

Below we provide more details about the planned changes:

Main users

Previously:
Unlike sub-users, main users can authorise other sub-users for the same notifier (Definition of manufacturer (admin.ch)). For this reason, we have always recommended that at least one person who works for the notifier bears the role of main user. There were no other differences compared with sub-users.  

New:
In future, main users will be given more responsibility in dealing with the linked user accounts and managing the data of the notifier.
The most important changes are the following:

  • the main user can independently authorise the sub-users from the same notifier and administer all access rights and permissions
  • the main user can also access the personal data of all user accounts linked to the notifier (first name, surname, email address)

For this reason, we strongly recommended that at least one person who works for the notifier bears the role of main user.

Please note: for new notifiers in the Product Register for Chemicals (RPC), after implementing the delegated administration, the first user account must ALWAYS be a main user. Only afterwards can other user types be selected for additional accounts.

-> Permissions are still assigned to new main users via application form by the Notification Authority for Chemicals
-> A notifier can have more than one main user
-> The person doesn’t have to work in Switzerland

Please note: the principle of authorship (Authorship (admin.ch)) relating to confidential information in the Product Register for Chemicals (RPC) remains unchanged. However, authorship can now be shared.

Please note:
User roles, including permissions to access a Swiss notifier, are already approved by a person authorised to sign according to the Swiss Central Business Name Index (Central Business Name Index - Welcome (zefix.ch)) or a main user with the corresponding rights. They are therefore already responsible and liable for the correct assignment of permissions.

Sub-users

The previous sub-users are being split into two new, independent roles. We recommend they are applied as follows:

  • Sub-user internal: is a person who works at the same notifier as the main user.
  • Sub-user external: is a person who works for an external company (can also be outside Switzerland). In most cases these are chemical manufacturers or consultants who need to supply the Swiss authorities with confidential information via the Swiss notifier in connection with their report, notification or authorisation obligations.

The two sub-user roles do not have any other rights in connection with the authorisation of new user accounts and management of the notifier’s data.

-> The assignment of permissions (including data management) to new internal and external sub-users will in future be done by main users
-> A notifier can have more than one internal and/or external sub-user
-> The person doesn’t have to work in Switzerland

External sub-users can only view notifications in the Product Register for Chemicals for which they hold authorship. The role can also share authorships.

Migration:

The existing roles will be migrated to the new system as follows:

Main user -> Main user
Sub-user -> Internal sub-user
Fertiliser main user -> Main user
Fertiliser sub-user -> External sub-user

A main user can subsequently adjust the role permissions of sub-users from internal to external at any time.

We would advise notifiers to review/amend the responsibilities in the Product Register for Chemicals (RPC) to ensure they have been assigned to the correct persons.
This is crucial, particularly with regard to permissions and access to personal data in user accounts (first name, surname, email address).

Sharing information protected by authorship

The author has the option of sharing confidential information (Authorship (admin.ch) = confidential information) with other users from the same notifier. This makes it easier for people within a notifier to work together in the Product Register for Chemicals (RPC) and reduces the risk of data loss in the event that the author is absent or leaves the notifier/company.
To share confidential information (authorship), you can do one of the following with a user account (CH-Login) authorised for the same notifier:

  • share all your confidential information (option 1), or
  • only share certain confidential information (option 2). In this connection, you define which confidential information you wish to share.

To share confidential information (authorship), you have the following options. You can also check more than one box.

1. Author: This box refers to the account that entered the confidential information (authorship) while working in the Product Register for Chemicals (RPC). Linking is automated and cannot be removed (default). Only the author can see the confidential information.

2. All main users (same notifier): Checking this box allows all other main users from the same notifier besides the author to see the confidential information. Selecting this box gives all main users equal rights to e.g. modify or delete the shared confidential information. If a new main user is added at a later stage, they will immediately be able to see all confidential information within the notifier that was shared with main users.

3. All internal sub-users (same notifier): Checking this box grants all sub-users internal from the same notifier access to the confidential information. Selecting this box gives all sub-users internal equal rights to e.g. modify or delete the shared confidential information. If a new sub-user internal is added at a later stage, they will immediately be able to see all confidential information within the company that was shared with sub-users internal.

4. Free field (via email or CH-ID number): Checking this box allows confidential information to be shared with one or more selected users within the same notifier (search via email or CH-Login ID number).

Please note: all user accounts with which authorship is shared also have the authority to revoke existing access rights and permissions by unchecking the field. This means, for options 2 and 3, that the permissions are revoked for all main users or sub-users internal, except for the account that unchecked the box.
