Transfers and mutations

For transfers and mutations in the Product Register for Chemicals (RPC), the following procedures must be followed and the required documents submitted:

• Instructions download Excel list of all products of your own company

  

• Transfers of preparations or existing substances from one notifier to another

  • One official letter each as a PDF attachment by e-mail ([e-mail]), in which the ‘old’ registrant declares the transfer and the ‘new’ registrant confirms the takeover, signed by a person authorised to sign for each registrant in accordance with the Swiss Commercial Register
  • If existing (CH-Login/AGOV) user accounts belonging to the old reporting entity are also to have access to the new reporting entity, access can be requested for the new reporting entity with the desired user role by the respective user themselves (see instructions create an additinal access request for another company). Confidential information thus remains with the original authors.
  • If existing (CH-Login/AGOV) user accounts belonging to the old registrant are not to have access to the new registrant, a transfer of authorship can be requested to a user account belonging to the new registrant (see ‘Transfers of authorship from one (CH-Login/AGOV) user account to another’). If one does not already exist, the new notifier creates a (CH-Login/AGOV) user account in the Product Register for Chemicals with the role of main user (account opening including access request for a notifying company).
  • Send a list of the products to be transferred in Excel format (CPID number and product name) to [e-mail] (See "Instructions download Excel list of all products of your own company")
  • Transfers of preparations and existing substances are free of charge.
  • After receipt of all necessary documents, it takes at least one month for the transfers.

• Transfers of biocidal products from one authorization holder to another

  • From each part (existing and designated authorization holder), an original confirmation letter sent by mail with the signature of an authorized signatory according to the commercial register (possibly a joint signature by two or three individuals) and, where applicable, a stamp. Alternatively, signed by the main user from the Chemicals Product Register, provided they are from the same organization.
  • If all existing user accounts from the old company are to have access to the new company, access for the new company can be requested with the desired user role (see instructions create an additinal access request for another company). Confidential information thus remains with the original authors.
  • If existing user accounts from the old company should not have access to the new company, a transfer of authorship can be requested to a user account of the new company (see section below "Transfer of authorship from one (CH-Login/AGOV) user account to another").
  • We also accept a qualified legally valid electronic signature (SwissID), and in this case, the document(s) can be sent to us via email.
  • The acquiring party confirms the assumption of the applicable fees.
  • The acquiring party makes an effort, if not already done, to create a reporting account in the Chemicals Product Register Opening a main user account.
  • Send an extract of the biocidal products to be transferred in Excel format (CPID number, authorization number, and product name) to [e-mail]. (see “Instructions download Excel list of all products of your own company” )
  • Transfers of biocidal products are subject to fees. The fees are CHF 150.- per biocidal product (1-4 products), CHF 500.- for 5 products, and CHF 20.- for each additional product (collective decision).
  • Please allow for a processing time of up to 60 days.

• Transfers of authorship from one CH-Login/AGOV user account to another

  Case A: Independent transfer of (CH-Login/AGOV) user account to a successor

  If you no longer require your existing (CH-Login/AGOV) user account, for example because you are leaving the company you registered with, you can transfer your (CH-Login/AGOV) user account to a successor yourself: CH-Login: Mutation of the user account

  Case B: Independent sharing of authorship

  Requirements:

  • Less than 25 transfers of authorship
  • Authorised (CH-Login/AGOV) user account with the same reporter as the current author

  Instructions: Sharing or replacing information protected by the authorship

  Case C: Application for transfer of authorship

  Requirement:

  • More than 25 transfers of authorship and/or account holder of the current authorship no longer available and/or reporting company different from the original author (following product transfer from one reporting company to another)
  • Authorised user account with the responsible reporting entity

  Documents required for the transfer of authorship

  • An official letter signed by the account holder or an authorised signatory (Zefix) of the employer, stating the ‘new’ account (CH-Login/AGOV number) to which the copyrights are to be transferred. Send this letter as a PDF attachment to [e-mail]. We reserve the right to request this official letter by post as well.
  • Send a list of all authorships to be transferred in Excel format (CPID number, product name, name of the current account holder and CH-Login/AGOV number of the future account holder) to [e-mail] (see “Instructions download Excel list of all products of your own company”)
  • Note, that for each individual authorship the documents above must be submitted
  • After receipt of all necessary documents, it takes at least one month for the transfers.

  Note:
  For the authorship "Technical User-bag-ws-private-prod" the situation is as follows: This data was entered by a main/sub-user account of the notifying company or on behalf of an employee of the notification authority for chemicals before 16.04.2014. After the system change to the current version of the Product Register for Chemicals (RPC), it was no longer possible to state with certainty to whom this authorship could be assigned. All companies were informed accordingly at the time. For data protection reasons, a transfer is no longer possible and the authorship can only be linked to a new/current user account by entering the data again (also possible via the mass registration interface).

• Remove grey marked contact information

  • Concerns the grey marked contact information which you cannot mutate or delete yourself in the Product Register for Chemicals (RPC) under section 1.
  • Send an excel file with CPID number of the products for which the contact information has to be deleted to [e-mail] (see “Instructions download Excel list of all products of your own company”)
  • After receipt of all necessary documents, it takes at least two weeks for the mutation.

• Import of UFI codes

  • First-time import of marketable UFI codes of your products.
  • At least 25 codes, one time offer per company, thereafter independent entry and maintenance by users from the reporting company.
  • Send an excel file with CPID number, product name and associated UFI code to [e-mail] (see “Instructions download Excel list of all products of your own company”)
  • After receipt of all necessary documents, it takes at least two weeks for the mutation.

• Change product status from “under examination” to "in progress”

  • Send an excel file with CPID number including a comment why the status should be changed to [e-mail] (see “Instructions download Excel list of all products of your own company")
  • After receipt of all necessary documents, it takes at least two weeks for the mutation.

• Delete products

  • Send an excel file with CPID number and valid reason for data deletion (e.g. duplicate, erroneous entry, etc.), to [e-mail] (see “Instructions download Excel list of all products of your own company”)
  • After receipt of all necessary documents, it takes at least two weeks for the mutation.

• Withdraw products from the market

  • At least 50 products (only preparations and existing substances) and if there is no use of the mass registration interface. Smaller quantities have to be withdrawn from the market by the users of the reporting company themselves.
  • Biocidal products can only be withdrawn from the market by the Notification Authority for Chemicals, as they are subject to authorization.
  • Only products with status "qualified” can be withdrawn from the market (Product status).
  • Send an excel file with CPID numbers including date (as of now or date in the future, retroactive date is not possible) of all products that should be withdrawn from the market to [e-mail] (see “Instructions download Excel list of all products of your own company”)
  • After receipt of all necessary documents, it takes at least two weeks for the mutation.
