Roles of sub-users

Are sub-users internal or external? Find out more about sub-user roles, their authorisations and responsibilities here

In order to work in the Chemicals Product Register (RPC) after successfully creating your (CH-Login/AGOV) user account, the account must be linked to one or more reporting companies. Access to a reporting company always requires a user role: utente:

General rules:

  • Each reporting company must have at least one main user
  • If a reporting company is newly linked to the RPC (i.e. the search entry for the reporting company does not have a green info box: already exists in the RPC) or is entered, the first (CH-Login/AGOV) user account that requests access to the reporting company must always be a main user. Only then can internal/external sub-users and additional main users be added.

How do you apply for the role of sub-userinternal or external?

  • The role of sub-user internal or external can be selected directly in the RPC after the reporting company has been specified
  • Once the process is complete, RPC automatically sends a notification to all active main users of the selected reporting company that an access request has been submitted
  • Approval is granted by a main user and you will receive a confirmation email from RPC as soon as access has been granted or a rejection decision has been made
  • Note: If you cannot select a sub-user internal or external sub-user (greyed out), the selected reporting company does not yet have a main user. In this case, a main user must first be authorised

Please note that

  • a reporting company can have several sub-user internal and/or external
  • Sub-users can be additional persons within the reporting company or an external company (including from other countries)
  • The correct role authorisation (including data management) is always the responsibility of a main user of the reporting company
  • A main user is authorised at any time to revoke the access of a sub-user internal or external on behalf of the reporting company and to change the user type (internal/external)

What is the difference between a sub-user internal and external?

There are two different roles for sub-users in the RPC. We recommend applying the user roles according to the following scheme:

  • Sub-user internal: Person who works for the same reporting company as the main user
  • Sub-user external: Person who works for an external (including foreign) company. In most cases, these are chemical manufacturers or consultants who are required to provide confidential information to the Swiss authorities via the Swiss reporting company in connection with their obligations

  • Authorise and manage access requests from (CH-Login/AGOV) user accounts
  • Manage company data
  • Automatically access all confidential product information of the reporting company (authorship)

Sub-users internal can in the RPC:

  • View and edit all products of the reporting company, taking into account authorship
  • Submit preparations, substances, biocides, fertilisers and PIPSM

Sub-users external can do the following in the RPC:

  • Only view and edit the products of the notifying company that they have entered themselves or for which the authorship has been shared with them
  • Submit preparations, substances and PIPSM
  • Record applications for biocides, new substances and fertilisers subject to authorisation, but do not submit them independently. After submission, the applications are automatically sent to the main users of the reporting company, as they are responsible for submitting them to the competent authorisation body
